After KHII & Coded, but Before Vengeance
The computer network that Radiant Garden uses is based on the original ENCOM computer system, discovered by Xehanort almost a decade ago. He failed however, to keep the copied MCP in check, and upon his demise, the Hollow Bastion OS fell into disarray, for little by little the MCP took control. The other programs fought valiently to try and take back the network, but failed.
Years later, after Sora, Donald, and Goofy helped the security program known as "Tron" defeat the tyrannical MCP, the network was liberated. Tron took command of the network and helped keep Radiant Garden safe, while using the computer to help rebuild and repair the castle's systems.
But a year later, the digitized remains of Maleficent and Pete managed to enter the computer system, hiding in data sent by there by King Mickey. They tried to take control of the network, but Tron gave his life to defeat them, and have them sent back undigitized. Upon their return to reality, the two escaped the wrath of Leon, Yuffie, Tifa, and Cid, but the damage they caused was unrepairable. All programs relating to those copied from the ENCOM system were lost and destroyed, including Tron, and all of Ansem and Xehanort's data.
Locating the "Grid"
While Sora is Locating the Grid, Despite their other fragments to built. When Sora, Donald, and Goofy Seemingly Digitalized as it activates a digitizing ray which transports into the digital world. As Sora and Company steps out onto the Grid, They're captured by a recognizer, and the programs within assign him to the games.
